The limitation to a two-handed staff base item means that you can't use a shield for extra protection and stats. The runes to make it are common and easily acquired in Normal. The +3 to Fire Skills is also good enough that this should be an early contender for a Fire Druid, who doesn't need to worry about base weapon damage or finding a staff with good skills on it naturally (since they don't use Sorceress skills). It's good enough that some even remake it in a better Staff base item later on, although most abandon Leaf by mid-Nightmare, replacing it with a better staff or a Spirit weapon instead. Leaf is an amazing early staff for a Fire Sorceress, such as a Meteor or Fire Wall build.
While this is obviously meant for a fire Sorceress, it's also good for other Fire-based builds such as Fire Druid due to the +3 Fire Skills.
Leaf is a very early leveling Runeword that can be placed in a Staff.
